公务员道德,指的是公务员在其行政和履行公务活动中形成并且必须遵守的道德原则和道德规范,以及在其特定职业实践中形成和表现出来的道德传统、道德心理意识、道德品质等。它是公务员在公共行政实践活动中形成的,是公务员这一特定职业的职业责任的价值表达。公务员道德是一种职业道德,但它不是一般的职业道德,具有其特殊性。公务员道德具有重大的政治意义和伦理意义,因而研究公务员道德及其发展过程就成为格外重要的一项工作了。公务员道德发展过程依次经历“前道德阶段”、“习惯道德阶段”和“自律道德阶段”。
Civil servant morality refers to the moral principles and moral norms that civil servants form and must abide by in their administration and performance of official activities, as well as the moral traditions, moral and psychological awareness and moral qualities formed and manifested in their specific professional practice. It is the formation of civil servants in the practice of public administration and is the value expression of the professional responsibility of civil servants in this particular occupation. Civil servant morality is a kind of professional ethics, but it is not general professional ethics, has its particularity. The civil servant’s morality is of great political and ethical significance. Therefore, studying the civil servant’s morality and its development process has become a particularly important task. The process of moral development of civil servants in turn goes through the stages of “pre-moral stage”, “habitual moral stage” and “self-discipline moral stage”.
