自1991年以来,荆州地委、行署根据中央和省委的一系列重要指示精神,联系荆州实际,从战略的高度提出了“重点突破,三沿开发,承东应西,四片推进”的开放开发总体思路。随之,开放开发试验区应运而生,其发展速度之快,规模之大,尤为引人注目。全区以“沿江”、“沿线”、“沿边”城镇为突破口,相继建立了得到省、地批准的2个省级、8个地区级开发区,使我区试验区初步形成多层次、多类型的开放开发新格局。这些开发区建成时间不长,但各试验区勇于开拓,敢于创新,用活用足试验区的政策,探索和积累了一系列的工作经验。档案工作是开发区工作不可缺少的一个组成部分,理应随开发区经济建设的发展而建立和完善起来。但是,由于多方面的原因,档案行政管理部门的“触角”还未伸到开发区,对于开发区档案工作如何建立,我们的认识还不够明确。为解开这“谜”,我们于近期对部分开发区进行了调查,对开发区的档案工作也加深了了解。

The whole district has set up 2 provincial and 8 district-level development zones approved by the provincial and municipal authorities in succession with the cities and towns along “the riverside”, “along the coasts” and “along the coasts”, so that the pilot areas in our district have initially formed a multi-level and multi-level Type of new pattern of open development. These zones have not been completed for a long time, but all the experimental areas have the courage to explore and dare to innovate. With the policy of making full use of the experimental areas, they have explored and accumulated a series of work experiences. Archives work is an indispensable part of the work of the development zone and should be established and improved with the development of the economic development in the development zone. However, for many reasons, the “tentacles” of the archives administrative departments have not yet reached the development zone. Our understanding of how to establish the archives of the development zone is not yet clear enough. In order to solve this “mystery,” we conducted a survey on some development zones in the near future and also deepened our understanding of the archives work in the development zone.
