明珠、灭藏、康奴等族为宋夏沿边蕃部大族,活动于环原之界、佛空平一带。它们是沿边蕃部政治生态的典型代表,而三族的就抚也是北宋通过修筑堡寨招抚番部的一个成功案例。三族对宋的叛服以庆历四至五年细腰胡芦诸寨的修筑为分水领:堡寨修筑前,三族常抄略宋境,且助西夏以人力、物力、财力;而在庆历四至五年,范仲淹主持修筑了细腰胡芦诸寨之后,三族终于成为宋朝治下的属羌。细腰城胡芦泉地当要冲,为三族的命脉所在,于此地筑城十分不易。种世衡排除万难,克服了来自西夏与三族的阻扰,于此地首立城寨,即细腰城。之后,范仲淹又陆续补修了靖安、佛空平、耳朵城等堡寨,使三族彻底归附于宋朝。
