计划经济体制下,军队干部的职业转换是通过国家计划安置进行的。随着市场经济的不断发展,用工制度、分配制度的改革,军队干部职业转换的利益维护面临新的挑战,表现在:军队干部服役期内待遇本来就低,而职业转换时未得到相应的补偿;军队干部再次就业困难,存在潜在的损失;随军家属的再次就业和子女入学困难;市场经济条件下住房商品化是军队转业干部遇到的又一个难题。如何维护军队干部职业转换利益?作者认为:要改革军队干部服役制度,缩小再次就业压力;重新调整军队干部职业转换补偿结构、水准;适应市场经济要求(革住房公积金制度,通过国家立法对军队转业业干部及其家属、子女的利益予以保护。
Under the system of planned economy, the occupation conversion of army cadres is carried out through the state plan resettlement. The author believes that to reform the military cadre service system will reduce the pressure of reemployment; readjust the compensation structure and standard of military cadres’ occupation transfer; meet the requirements of the market economy (leather housing fund system and military reorganization through national legislation Industry cadres and their families, children’s interests to be protected.
