今年上半年中水集团遇到了油价上涨、政策性风险的滞后影响和不良资产随着时间推移反映出来产生负面影响等三大因素对生产经营的制约。面对困难 ,集团全体员工没有退缩 ,他们团结一致 ,自觉地坚持“改革、管理、发展”的方针 ,奋勇地去拼搏。使上半年集团国内企业比去年同期减亏2500万元 ,同比增效1452万元。尤其是乡企总公司和大连公司仅用半年时间 ,就提前完成了全年资产经营责任制指标 ,取得了辉煌业绩。来之不易的成绩得益于什么?答案正如刘身利总经理在总结讲话中指出 :得益于各直属企业积极认真地贯彻集团“香山会议”精神 ;得益于管理措施到位 ;得益于全方位的改革 ;得益于资产经营责任制的全面贯彻执行 ;得益于对市场的开拓和创新。“五个得益于”准确地总结出集团上半年经营成绩取得的原因 ,概括起来就是一句话 ,坚持了“改革、管理、发展”的方针。国有企业如何在改革中求发展 ,中水集团的作法很值得我们学习和借鉴。为此 ,本期编辑了中水集团总公司部分直属企业领导改革的作法和经验 ,指在对国企改革起一个“抛砖引玉”的作用。
In the first half of this year, CSPC encountered three major constraints on production and operation such as the rise of oil prices, the lagging influence of policy risks and the negative impact of non-performing assets as reflected in the passage of time. In the first half of the year, the domestic enterprises in the Group recorded a reduction of 25 million yuan over the same period of last year and an increase of 14.52 million yuan over the same period of last year. In particular, the township and town enterprises and Dalian companies only half a year's time to complete the annual asset management accountability indicators, and achieved brilliant results. The hard-won achievements benefit from what? The answer is just as General Manager Liu Shengli pointed out in his concluding remarks: Thanks to the direct and responsible enterprises directly and conscientiously implementing the spirit of the Group “Xiangshan Meeting”, thanks to the management measures in place, thanks to All-round reform; Benefit from the full implementation of the asset management responsibility system; Benefit from the market development and innovation. “Five Benefits” Accurately summed up the reasons for the Group's business performance achieved in the first half of the year. To sum up, it is one sentence insisting on the principle of “reform, management and development.” How state-owned enterprises seek development in the reform, the practice of the water group is worth our study and reference. For this reason, this issue has edited the practice and experience of the leadership reform of enterprises directly under the Central Government of the CSSC, referring to a “pioneering” role in the reform of state-owned enterprises.
