1990年2月1日,欧空局在西德慕尼黑召开了关于研制赫尔墨斯航天飞机和哥伦布空间站的会议,有300多家欧洲公司和研究组织的代表参加。欧空局空间运输计划主任J.费斯特尔一比克尔说,由于下述3个原因,所以此次会议决定,把赫尔墨斯航天飞机和哥伦布空间站阶段2的研制工作,推迟到1991年7月1日开始进行。(1)与赫尔墨斯航天飞机有关的技术问题;(2)1990年秋季西德进行大选所致的政治问题;(3)和美国自由号空间站对接的国际合作问题。
On February 1, 1990, ESA convened a meeting in Holt, Germany, on the development of Hermes Space Shuttle and the Columbus Space Station with the participation of more than 300 European companies and research organizations. J. Fester-Birker, ESA Space Transport Program Director, said that the meeting decided to postpone the development of Phase II of the Hermes space shuttle and the Columbus Space Station until 3 due to the following three reasons July 1, 1991 began. (1) the technical issues related to the Hermes space shuttle; (2) the political problems caused by the general election in West Germany in the fall of 1990; and (3) the international cooperation on docking with the U.S. Freedom Station.
