当前我国素质教育的发展仍存在诸多障碍,应试教育还有很大市场。破除外部人文环境和培养模式的阻碍,需要国家强制力予以保障。也就是说,素质教育必须以法律的形式贯彻实施。现阶段需要构建完整的素质教育法律体系,并从法律规范结构、立法原则等方面进行完善。
At present, there are still many obstacles in the development of quality education in our country. There is still a big market for exam-oriented education. Obstacles to breaking the external cultural environment and training modes need to be guaranteed by state coercion. In other words, quality education must be implemented in the form of law. At this stage, we need to build a complete legal system of quality education and improve it from the aspects of legal normative structure and legislative principles.
