近几年来,铁道部第十四工程局四处一段在施工条件艰苦,技术要求复杂的情况下,坚持眼睛向内,搞好内部承包经营,使企业改革不断深化,促进了各项工作全面发展,全段呈现出心齐、风正、奋发向上的精神风貌。四处一段能够从困境中崛起,在艰难中起飞,一个根本原因是在实践中不断完善和发展了企业内部承包经营责任制,较好地解决了在新旧体制转换中的十个具体问题。
