改革开放以来,国有施工企业在经营规模和综合效益方面都取得了突飞猛进的成就,为我国经济建设作出了较大的贡献。然而,综观国有施工企业现状,企业整体素质(包括管理、人员、科技、装备等方面)都还不能适应市场经济发展的客观要求。与国外大型施工企业相比,我国施工企业的现有规模和经济实力都还偏小,参与市场(特别是国际市场)竞争的实力不强。因此,集约经营是改变我国施工企业经营管理现状必然
Since the reform and opening up, the state-owned construction enterprises have made rapid progress in terms of scale of operation and comprehensive benefits, and made great contributions to China’s economic construction. However, looking at the status quo of state-owned construction enterprises, the overall quality of the company (including management, personnel, technology, and equipment, etc.) cannot yet meet the objective requirements of the development of the market economy. Compared with large foreign construction companies, the existing scale and economic strength of China’s construction companies are still relatively small, and the strength of competition in participating markets (especially the international market) is not strong. Therefore, intensive management is inevitably changing the status quo of the management and management of construction companies in China.
