在担当了近两个世纪的国家行政部门角色之后,法国邮政于1991年1月1日实现政企分开,成为有财务自主权和独立法人地位的公共服务经营者。政企分开后,法国邮政与政府之间的关系体现为一种合同关系,即政府不直接插手邮政的经营活动,而是通过与邮政签署合同来规范和管理法国邮政业务发展。法律确定了法国邮政的社会目标是保证函件公共业务和报刊的运递;在遵守竞争规章的前提下运递各类物品和商品;在遵守竞争规章的前提下提供各类金融业务。
After serving the role of state administration for nearly two centuries, the French postal government separated on January 1, 1991, becoming a public service operator with financial autonomy and an independent legal person status. After the separation of government and enterprises, the relationship between the French postal administration and the government is embodied in a kind of contractual relationship. That is, the government does not directly intervene the postal business activities, but regulates and manages the development of the French postal service by signing a contract with the postal service. The law establishes that the social objectives of France Post are to guarantee the delivery of public correspondence and newspapers and periodicals; to deliver all kinds of goods and commodities under the prerequisite of complying with the competition rules; and to provide all kinds of financial services subject to compliance with the competition regulations.
