近年来,我省对部分国有企业进行股份制改造,已初步显示出生机和活力。主要表现在两个方面:其一,由于股份制对资金的集聚作用,扩大了生产能力,拓展了生产经营范围,加快了生产发展。其二,股份制对转换企业经营机制、优化资源配置、加强企业管理,起了重要作用。但是,由于股份制试点是在各部门之间关系没有理顺,旧体制影响还在起作用的情况下进行的,部门之间、地区之间、条块之间的利益和权利的不协调,
In recent years, our province has conducted joint-stock reforms on some state-owned enterprises and has initially shown birth and vitality. Mainly in two aspects: First, due to the concentration of funds on the joint-stock system, expanded production capacity, expanded the scope of production and management, and accelerated the development of production. Second, the joint-stock system has played an important role in transforming the company’s operating mechanism, optimizing resource allocation, and strengthening enterprise management. However, due to the fact that the joint-stock system pilots are not straightened out between the various departments and the old systemic influence is still in effect, the interests and rights between departments, regions, and sections are inconsistent.
