职业资格制度发展于改革开放之后。传统上,我国实行劳动力统一调配政策,没有职业资格制度。在推行市场化改革的背景下,职业资格制度被引入,并成为劳动力市场准入的主要制度。在传统的调配政策退出的过程中,市场化的管理手段并没有及时跟上,由此造成了职业资格制度的执行真空。解决的途径是加强事后监管措施,在这方面,美国的实践经验可对我国提供有益参考。
Professional qualification system developed after the reform and opening up. Traditionally, our country has implemented a unified deployment of labor policies and no vocational qualification system. In the context of the implementation of market-oriented reforms, the vocational qualification system has been introduced and has become the major system of labor market access. In the process of the withdrawal of the traditional allocation policy, the market-oriented management tools did not keep up in time, resulting in the implementation of the system of professional qualification vacuum. The solution is to step up supervision afterwards. In this regard, the practical experience of the United States can provide a helpful reference for our country.
