《2030年前俄罗斯煤炭工业长期发展规划纲要》是俄罗斯在执行国家长期能源政策和向创新型经济发展模式转型的框架内,发展煤炭产业、保障能源安全并开展国际能源合作的纲领性文件。《纲要》对俄罗斯煤炭能源的发展现状、内在问题与面临的挑战进行了全面分析,并从国内和国际两个层面提出了推进煤炭能源发展的战略举措。对《纲要》进行解读,有利于准确把握俄罗斯煤炭能源战略的发展取向,进而为深入推进中俄能源合作提供若干重要启示。
The “Outline for the Long-term Development Plan of Russian Coal Industry by 2030” is a programmatic document for Russia in developing its coal industry, ensuring energy security and developing international energy cooperation within the framework of implementing the long-term energy policy of the country and transforming itself into an innovative economic development mode. The Outline provides a comprehensive analysis of the status quo, inherent problems and challenges faced by Russia’s coal energy resources and proposes strategic initiatives to promote the development of coal energy at both domestic and international levels. Interpreting the “Outline” is conducive to accurately grasping the development orientation of Russia’s coal energy strategy and providing some important inspiration for further promoting China-Russia energy cooperation.
