3月22日,省人大常委会办公厅、省政府办公厅联合召开《陕西省地下水条例》宣传贯彻电视电话会议。省人大常委会副主任安东、副省长冯新柱出席会议并讲话。《陕西省地下水条例》以新时期治水思路为指导,确立了统筹规划、严格保护、节水优先、采补平衡、防止污染的原则,将人水和谐、生态文明、可持续发展等地下水保护管理理念贯穿始终,对我省地下水保护管理、开发利用作出一系列规范。《条例》今年4月1日起施行。
