To further strengthen the ethos of the military forces in the provincial military areas, we should stick to the principle of solidifying education and make new improvements on the basis of laying a solid foundation for ideological and political work; uphold the system of norms and make new progress in strictly implementing the system; uphold special treatment and make new breakthroughs in resolving major and difficult issues ; Insisted on supervision and restriction, and made new achievements in regulating the right to use power; insisted on motivating and guiding, making new progress in enhancing the effectiveness of the work; and insisting on leadership taking the lead and having a new look on establishing a good image.
