为使公路建设项目投资决策科学合理,确定了公路建设投资决策系统构成,根据指标体系的建立方法和原则,提出公路建设项目投资决策系统指标及确定方法,完善了公路建设投资决策理论体系。最后以河北省已建的5条高等级公路为例,应用德尔菲法与方差最大化法相结合的主客观综合赋权方法,系统地进行了投资综合评价,结果表明了该公路建设投资决策评价体系的正确合理性,可为全国公路建设投资决策提供依据。
In order to make the investment decision of highway construction project scientific and reasonable, the composition of highway construction investment decision-making system is determined. According to the establishment method and principle of index system, the index and determination method of investment decision-making system of highway construction project are put forward, and the theoretical system of highway construction investment decision-making is perfected. Finally, taking the five high-grade highways in Hebei Province as an example, this paper systematically evaluates the investment comprehensively by applying the subjective and objective comprehensive weighting method combining the Delphi method with the maximization of variance. The result shows that the investment decision of the highway construction The correctness and rationality of the system can provide the basis for the national highway construction investment decision.
