近几年来,邮电部对邮政运输进行了一些积极的改革。诸如,改革邮政运输管理体制,设立邮政运输局以及各大区邮运分局;调整邮政运输网路结构。采用多渠道、多层次的运输方式;加强专业经营核算工作,提高专业经营水平;加快邮件分发、运输网体制改革,减少无效经转和重复劳动;初步改进邮运内部分配制度,试行计件工资制,等等。所有这些改革措施,对于缓解目前邮运量骤增而运输能力严重不足的矛盾,对于加强邮政运输专业的经营管理,无疑起到了一定的积极作用。尽管如此,目前邮政运输中存在的一些“老大难”问题,仍然没有得到根本解决,主要表现在:
In recent years, the Ministry of Posts and Telecommunications has carried out some positive reforms on postal transport. Such as the reform of the postal transport management system, the establishment of postal transport bureau and the regional postal branch; adjust postal transport network structure. Adopting multi-channel and multi-level transportation methods; strengthening professional management accounting and professional management; accelerating the reform of mail distribution and transportation network system, reducing invalid transit and duplication of work; improving the internal distribution system of postal transportation and piloting the piece rate system ,and many more. All of these reform measures have undoubtedly played a certain positive role in alleviating the contradiction between the current surge in shipping volume and the serious shortage of transport capacity and in strengthening the operation and management of the postal transport professional. In spite of this, there are still some problems that have not yet been solved in the postal transport system. The main problems are as follows:
