1998年国务院机构改革后,由原劳动部管理的职业安全卫生、锅炉压力容器、矿山安全卫生工作分别移交经贸、煤炭、质监、卫生各部门,女职工、未成年人劳动保护和工伤认定工作仍在劳动部门,正所谓“五指山”,各有各的山头。2003年,国家虽然在管理体制上做了调整,但仍未能从根本上解决存在的矛盾,随之而来的一系列问题给安全生产监督管理带来不必要的麻烦。具体表现在:
