百年大计,教育为本。中共中央国务院早在1996年([1996]12号文件)就指出,贫困山区之所以落后,科技教育滞后、劳动力素质低下是其中一个重要的原因。由于普遍的受教育程度太低,致使他们思想保守、视野狭窄、信息闭塞,缺乏致富发展的必要技术、项目等先决条件,从而又逆反地制约了当地的经济、文化、教育的发展。中共中央国务院针对于贫困山区的这一落后现状,出台了一系列的扶贫方针和政策。如农网改造,修路,架桥,电视、电话的联网等,从很大程度上改变了贫困山区的面貌。
Education is the foundation. As early as 1996 (document No. 12 [1996]), the CPC Central Committee and State Council pointed out one of the important reasons why poverty-stricken mountain areas are lagging behind, science and technology education lagging behind, and the quality of labor force low. Due to the low level of universal education, their preconditions of conservative thinking, narrow vision, blockade of information, lack of necessary technologies and projects for prosperity and development have hindered the development of local economy, culture and education. In response to this backward status quo in impoverished mountainous areas, the CPC Central Committee and the State Council have promulgated a series of poverty alleviation guidelines and policies. Such as rural network transformation, roads, bridges, television, telephone networking, etc., has greatly changed the face of impoverished mountainous areas.
