根据中苏科技合作协议，两国商定在钻探技术领域进行专家互访。为此，以苏联地质部科学技术总局副局长苏达尔金为团长，地质科研生产联合体副总经理兼总工程师斯米尔诺夫、全苏勘探技术研究所所长阿番那西耶夫、地质科研生产联合体专业设计局副局长兼总工程师卡尔狄斯教授、总机械设计师罗班诺夫、地质科研生产联合体工程师别列斯涅娃（女）为团员的六人专家代表团于1989年10月5日来地矿部进行了为期十天的科学技术考察访问。在考察访问期间，勘查技术司司长李常茂、石油海洋地质局副总工程师王建安、勘查技术研究院负责人曾德鹏、中国地质机械仪器总公司副总经理孟宪琛等四位同志分别向苏方介绍了地矿部探矿工程40年的发展概况、科学技术研究水平与实力
