零陵地区地貌独特,四周群山环绕,形成由南往北、自西向东逐步递降的趋势,为一水多用、梯级开发,推广微型水轮发电机提供了基本条件。零陵水资源丰富,坡降陡、水流急,落差集中,全区有大小河流733条,山塘水库140.79万亩,总水量达334.13×10~8m~3,占全省的11.1％。为微型水轮发电机推广提供丰富的水源。零陵地区雨量充沛,年降水平均在1293.5～1587.9mm,发展水电潜力大。
