一、问题的提起——领导干部队伍的真实状况经常听到这样一句话:我们党的干部队伍总体上和绝大多数是好的。从定性的角度上说,这种估计是对的。如果不对,就无法理解和说明改革开放二十多年来我国各方面取得的伟大进步。同时,我们也应当深入剖析党的干部队伍近年来发生的变化。如在坚持全心全意为人民服务的宗旨方面发生了怎样的变化,为个人谋取私利的干部是多了还是少了?人民公仆的意识是强了还是弱了?一个不可忽视的事实是,一些地方的群众对部分领导干部的看法不好,意见很大。干部队伍的现实状况与党和人民对干部要求的强烈反差,使我们不得不从另一个角度思考问题,寻找形成这种状况的原因。主要的根源在哪里?应该说,在于我们选人用人制度方面存在的弊端至今没有得到有效克服。只有在坚持党管干部的原则下,尽快革除在选人用人上存在的种种弊端,创新用人机制,才
