煤炭的开采,必然对矿区原有的生态环境造成破坏,这被称为煤炭开采的外部不经济,其原因主要是煤炭价格未能充分体现采煤对环境的破坏,因而导致其修复不力。如何解决这一现实矛盾?今年11月21日,中国国际经济交流中心联合山西省政府决策咨询委员会在并举办了“煤炭矿区综合整治与环境修复政策和实施模式”研讨会,国内27位专家、学者围绕矿山生态修复治理做了精彩的演讲。本刊特将其中一些专家、学者的主要观点辑录于此,以资借鉴。
Coal mining inevitably causes damage to the original ecological environment of the mining area. This is called the external diseconomy of coal mining. The main reason is that the coal price fails to fully reflect the environmental damage caused by coal mining and thus leads to its ineffective restoration. On November 21 this year, China International Economic and Exchange Center and the Shanxi Provincial Government Decision Advisory Committee held a seminar on “Policies and Implementation Modes for Comprehensive Improvement and Environmental Rehabilitation of Coal Mining Areas”, and 27 domestic counterparts Experts and scholars made wonderful speeches around the ecological restoration and management of mines. We hereby publish some of the main points of view of experts and scholars in this book for reference.
