就高中历史新课程而言,首要的同时也是关键性的问题是如何改变历史学科知识体系为历史学习知识体系,即把史学界的研究成果(历史学科知识)转变为是适应历史教学,尤其是适合高中学生学习的课程知识,使课程内容与社会进步、学生经验有机联系起来,为他们的自主学习和主动学习提供良好的课程环境,充分发挥课程的发展性功能。
