G·D·H·科尔(1889-1959)是20世纪参与式民主理论的先驱。科尔对代议制民主无法真正代表选民的弊端进行了批判,提出以职能民主制取代代议制民主以及将基尔特社会主义建成一个参与性社会的思想,对当代参与式民主理论产生了巨大影响。然而,科尔关于工业社会中民主参与的论述未能顺应历史发展的潮流,忽视了现代政府职能扩张和福利社会兴起的现实而具有乌托邦的色彩。
GFH Kohl (1889-1959) was a pioneer of the theory of participatory democracy in the twentieth century. Cole criticized the shortcomings that representative democracy can not truly represent the voters, and proposed that replacing the representative democracy with the functional democracy and establishing Kirt Socialism as a participatory society had a great impact on contemporary participatory democracy theory. However, Cole’s account of democratic participation in industrialized society failed to conform to the trend of historical development, with the utopian character of neglecting the reality of the expansion of modern government functions and the rise of welfare society.
