盐行业是指从事盐业生产与加工、盐产品运输配送及盐产品批发销售等行业。盐行业的企业一般均为国有独资或国有控股企业,企业的建设项目必须按照国家规定的建设程序进行实施。即项目建议书、可行性论证、总体设计、招标实施、项目验收等,在其过程中,经济效果分析是最重要的一环。经济效果评价结论应该作为项目决策的首要依据。
