根据柠条塔煤矿在开发建设过程中扰动地表、重塑地貌、产生水土流失的特点,以及在建设和试运行过程中的水土流失防治实践,结合项目区气候条件、土壤植被状况,将矿区水土保持措施体系划分为工业、民用建筑场地防护体系,边(滑)坡防护体系和防洪、排水防护体系,并根据各自的水土流失特点以及措施配置、服务功能和立地条件的差异,进行相应的水土保持措施体系布设。通过措施体系的合理配置,不仅重新塑造了项目区地貌生态景观,而且从人与自然和谐的角度建立了现代生态文明矿区的水土保持措施体系。
