随着电信业重组、《反垄断法》的出台,电信业垄断与竞争行为日益成为学界关注的焦点。本文从我国电信业改革的路径入手,对我国电信业垄断与竞争的演变轨迹进行归纳、梳理,认为我国电信业经历了计划经济体制下的独家垄断经营时期、政企不分的行政垄断时期、政企分开、企业重组后的垄断竞争时期以及再次重组后的三足鼎立时期,并在此基础上针对各时期的垄断与竞争行为作出简要分析。 With the reorganization of the telecommunications industry, the introduction of the “Anti-monopoly Law”, the monopoly and competition in the telecommunications industry have increasingly become the focus of academic attention. Starting with the reform of China’s telecom industry, this paper summarizes and traces the evolution of monopoly and competition in China’s telecom industry. It believes that China’s telecom industry has experienced the period of exclusive monopoly under the planned economy, The separation of government and enterprises, the period of monopolistic competition after the reorganization of the enterprise and the tripartite confrontation period after the reorganization, and on this basis, a brief analysis was conducted on the monopolistic and competitive behaviors in each period.
