3月16日,上海证券交易所发布《关于开展绿色公司债券试点的通知》,引导交易所债券市场支持“绿色发展”。在此之前,人民银行和国家发改委都已正式发文鼓励绿色债券发展。2015年12月22日,中国人民银行发布公告,在银行间债券市场推出绿色金融债券,同时公布节能、污染防治等六大绿色债券支持项目目录。随后国家发改委出台《绿色债券发行指引》,明确节能减排技术改造项目、绿色城镇化项目等12大项为未来绿色债券支持重点。至此,银行间债券市场和交易所债券市场都发出了鼓励绿色债券发展的明
On March 16, the Shanghai Stock Exchange issued the “Notice on Piloting Green Corporate Bonds” to guide the exchange bond market to support “green development”. Prior to this, the People’s Bank of China and the National Development and Reform Commission have formally issued a document to encourage the development of green bonds. On December 22, 2015, the People’s Bank of China issued a public notice to launch green financial bonds in the inter-bank bond market. At the same time, the PBC released six catalogs of projects supporting energy conservation, pollution prevention and control and other six green bonds. Subsequently, the National Development and Reform Commission promulgated the “Guidance on Green Bond Issuance”, clarifying 12 energy-saving and emission-reduction technological transformation projects and green urbanization projects as key support points for future green bonds.
