山东半岛蓝色经济区是中国第一个以海洋经济为主题的区域发展战略。作为国家发展战略必须适应经济全球化的新形势,坚持全方位的开放合作。这种全方位的开放新格局,与WTO的基本原则并行不悖。WTO为我们提供了一个相对公平的全球贸易环境,尤其是为发展中国家提供了诸多优惠待遇。因此,充分利用WTO规则将有利于蓝色经济区战略目标的加速实现。蓝色经济区建设中应发挥政府的主导作用,创设高效的法律服务环境,建设高素质的公务员队伍,为外商创造公正、平等的投资环境以及着力进行生态文明的建设。蓝色经济区内企业要充分利用WTO规则保护自己的知识产权,完善风险投资制度,进一步扩大对外贸易。同时,利用WTO争端解决机制维护自己的合法权益。
Shandong Peninsula Blue Economic Zone is China’s first regional economic development strategy with the theme of marine economy. As a national development strategy, we must adapt ourselves to the new situation of economic globalization and uphold all-round openness and cooperation. This all-round new pattern of opening up is in line with the basic principles of the WTO. The WTO has provided us with a relatively fair global trading environment, and has provided many preferential treatment to developing countries in particular. Therefore, making full use of WTO rules will be conducive to the accelerated realization of the strategic objectives in the blue economic zone. In the construction of blue economic zone, the government should play a leading role, create an efficient legal service environment, build a high-quality civil servant team, create a fair and equal investment environment for foreign investors and focus on the construction of ecological civilization. Enterprises in the blue economic zone should make full use of WTO rules to protect their own intellectual property, improve the system of venture capital and further expand their foreign trade. At the same time, it uses the WTO dispute settlement mechanism to safeguard its own legitimate rights and interests.
