湖南全行业公私合营是在1955年底以前单个私营工业企业实行公私合营的基础上发展起来的。据统计,全行业公私合营中将96%以上的私营工业和86%以上的私营商业按行业实行公私合营(其中部分商业是合作形式和代购代销),胜利地完成了对资本主义工商业的社会主义改造,实现了生产资料私有制的社会变革。全省全行业公私合营前,虽然做了大量的工作,基础较好,但后段由于要求过急,许多准备工作和思想发动不够充分,工作中也出现了一些失误。本文试就全行业公私合营中的一些问题作点粗浅的探讨。
