南方五省区能源资源分布不均,西电东送在区域发展中承担了重要角色。南方五省区水力资源相对丰富,但贵州、广西、广东、海南的水电资源已基本开发完毕;区域内天然气资源、煤炭资源并不丰富,且煤炭品质及开采条件一般;风能、太阳能资源较为丰富。随着送端省份经济社会的不断发展和电力需求的快速增长,加之环境污染物排放标准的日益严苛,以及后续西南水电包括怒江流域电站和三江干流龙头电站开发难度的不断增大,中长期南方区域面临着较严峻的能源供应形势,西电东送的可持续性遇到挑战,未来南方区域电源发展及电力流特性将出现新的形势和变化。鉴于此,建议积极推进金下二期及三江干流龙头电站的开发;结合区位优势,积极争取外区电力;结合送、受端电网的负荷及电源特性,发挥联网效益,挖掘网间支援能力;适时回收贵州、广西外送电力,优先满足送端地区自身的电力需求;采用煤电清洁化技术,发展超洁净排放机组,促进区域内煤电的发展;进一步拓宽能源供应渠道,促进区域电源的多元化发展;充分重视调峰电源的规划建设,促进新能源发电容量及电量效益的发挥。
The energy resources of the five southern provinces and autonomous regions are distributed unevenly, and the power transmission from west to east has assumed an important role in the development of the region. The natural gas resources in the region are not rich in coal resources, and the coal quality and mining conditions are generally high. Wind energy and solar energy resources are abundant . With the continuous economic and social development in the sending province and the rapid growth of power demand, as well as the increasingly stringent emission standards for environmental pollutants and the increasing difficulties in the development of the Southwest Hydropower Station, including the Nujiang River Hydropower Station and the main power station of the Sanjiang River, The southern region is facing more severe energy supply situation. The sustainability of power transmission from west to east is confronted with challenges. In the future, new developments and changes in the power development and power flow characteristics in the southern region will occur. In view of this, it is proposed to actively promote the development of the Jinjian second phase and the mainstream of Sanjiang main stream power station; to actively strive for the power supply in the outer area in combination with the geographical advantages; to exert the networking benefits and tap the inter-network support capability in combination with the load and power supply characteristics of the transmission and reception grids; Timely recovery of power transmission from Guizhou and Guangxi to give priority to meeting the power demand of the sending terminal area; adopting clean coal technology to develop ultra-clean emission units to promote the development of coal power in the area; further broaden the energy supply channels and promote regional power supply Diversified development; full attention to peak power planning and construction, and promote the new energy power generation capacity and power play.
