如果疏忽了港口与城市及区域的连接,那么港口就势必成为一座孤岛。近期,有国外港口专家提出“超越港口”发展理念,作为中国的港口人,我们对于“超越港口”有自己的见解。中国是世界的航运大国,货物吞吐量全球第一,但是港口入海口建设及发展海洋强国的战略近几年才列入首要建设议程,“一带一路”发展中,首当其冲的是港口与陆路连接。改革开放前十几年,不管是中国国家政府还是地方政府都着重于公路和铁路的建设,对港口接卸能力的考虑却少有问津。
