饒主席、各位委員: 主席要我來說明華東新解放區減租條例草案,我謹將這個條例草案的基本精神分且點說明,請大家予以審查和指正。第一、在一九四九年九月十五日中共中央華東局會公佈了華東新解放區農村減耙暫行條例草案。當時因爲新解放區廣大農民減租的要求急待解决,故中共中央華東局特制定該條例作爲向華東各地人民政府、各界人民代表會議的建議。這個條例公佈以後,就得到各級人民政府和廣大農民羣衆的擁護幫實行。隨著減租運動的開展,各地農民協會如雨後春筍似的組織起來了,大批積極分子湧現出來了,正在創造着、逐步地成熟着土地改革的必要條件、所以饒主席在工作任務的報告中提出:‘在今年秋後,凡土地改革準備工作已經完成的地區,應即開始進行分配土地。’是有其根據的。但因爲華不地區廣大,減租運動發展不平衡。若干地區必須繼續展開減租運動,以求澈底實現,在明年春季以前,某些不能完成土地改革的地區,必須繼續貫澈減租,台灣省在解放以後,更需要根據新區條件逐步實行減租。目前華東軍政委員會關於華東新解放區農村減租條例草案,正是根據中共中 Rao Chairman and Honorable Members: The Chairman asked me to explain the rent reduction bill in the East China Liberation Area. Therefore, Chairman Rao proposed in his report on the tasks : ’In the area after the autumn of this year where preparations for land reform have been completed, the allocation of land should begin immediately. There is a basis for it. However, because Huazhong is not large in area, the development of rent reduction has not been balanced. In some areas, we must continue to carry out the rent reduction campaign so as to achieve its goal. Before the spring of next year, some areas that can not be completed with land reform must continue to reduce rent. After the liberation, Taiwan Province needs to gradually reduce rent .
