采用随机前沿分析方法,对2007～2010年中国28个省(自治区、直辖市)信息产业的技术效率进行实证分析,进而探讨中国信息产业技术效率与外部环境影响因素的关系。得到结论:中国信息产业技术效率较低,但逐年提升,技术效率区域差距显著,东部地区技术效率最高,其次为东北和西部地区,中部地区最低。信息产业存在非中性技术进步。经济发展水平和教育水平与信息产业技术效率正相关,外商直接投资和政府对科技发展的支持度与技术效率没有显著性关系,出口和居民信息消费系数与技术效率负相关。
By using stochastic frontier analysis method, this paper empirically analyzes the technical efficiency of information industry in 28 provinces (autonomous regions and municipalities) in China from 2007 to 2010, and then explores the relationship between the technological efficiency of China’s information industry and the external environment. It is concluded that the technological efficiency of China’s information industry is low, but it is increasing year by year with notable regional differences in technical efficiency. The technical efficiency of the eastern region is the highest, followed by the northeast and western regions, while the lowest in the central regions. There is non-neutral technological progress in the information industry. The level of economic development and educational level are positively correlated with the technical efficiency of the information industry. There is no significant relationship between FDI and government support for technological development and technical efficiency. The coefficient of consumer spending on exports and residents is negatively correlated with technical efficiency.
