2017年中央1号文件明确提出“补齐农业农村短板,夯实农村共享发展基础”。补齐农业农村短板的关键就是增加农村公共产品供给。增加农村公共产品供给不但是补短板的主要手段,而且是去产能的重要途径和拉动经济增长的关键措施。长期以来,农村公共产品供给总量不足、质量较差,偏离需求。农村公共产品供给存在的问题表明农村公共产品需要从供给侧进行改革。农村公共产品供给侧改革的战略任务是增加农村公共产品有效供给、减少无效和低端供给、提高供给效率、整合农民需求意愿。重点是加大农村基础设施建设力度,加快农村社会事业发展,改革农村公共产品供给决策方式,完善农村公共产品供给监督机制。
In 2017, the No. 1 Document of the Central Government made it clear that “to fill in the shortcomings of agriculture and rural areas and consolidate the basis of shared development in rural areas.” The key to filling agriculture and rural short board is to increase the supply of rural public goods. Increasing the supply of rural public goods is not only the main means to make up the shortfall, but also an important way to go production and the key measure to stimulate economic growth. For a long time, the supply of public goods in rural areas is not enough, with poor quality and deviating from the demand. The problems existing in the supply of rural public goods show that public goods in rural areas need to be reformed from the supply side. The strategic tasks of rural public goods supply-side reform are to increase the effective supply of public goods in rural areas, reduce inefficiency and low-end supply, improve supply efficiency and integrate farmers’ wishes. The key point is to increase rural infrastructure construction, speed up the development of social undertakings in rural areas, reform rural public product supply decision-making methods, and improve the oversight mechanism of rural public goods supply.
