中国是一个历史悠久、民族众多的国家,丧葬礼制以及习俗可谓异彩纷呈。然而,从现代社会管理的角度看,这些丧葬习俗的多样性既有积极传承民族文化的一面,也有不利于国民健康的陋习,有的陋习在过往的历史中缺少国家层面的统一管理,已经严重地影响到民众健康。如何进一步改革与完善现代社会的殡葬制度,戊戌状元夏同龢1905年出版的《行政法》一书,其中关于丧葬管理制度的内容为我们提供了有益的启示。
