主席、各位委员、各位代表、各位同志:福建解放伊始,战争尚未最后结束,我们的生产建设工作不能飞跃,而需稳步前进,逐步提高与发展。基于以上认识,我们在一九五○年的农业生产方针,便规定了首先是扭转国民党反动统治所造成的农业生产继续下降的趋势,准备在解放的第一年中使生产与剿匪反霸减租运动相结合,不违农时,做到维持生产水平不再下降,强调种好现耕地,强调不违农时,强调兴修农田水利与解决肥料等困难及防治虫害并必须保证佃权。
