党的十六大提出了事业单位实行分类管理的改革思路,十七大提出了加快事业单位分类改革的要求。目前,事业单位正处在试行聘用制度和岗位管理制度的关键时期。如何突破传统人事管理模式,针对政策性研究机构的实际,运用现代人力资源管理理论提出创新思路和改革措施,提高人力资源管理水平,是一项十分紧迫的任务。
The 16th National Congress of the Communist Party of China put forward the idea of reforming classified management of public institutions, and the 17th CPC National Congress proposed to speed up the reform of public institutions. At present, the institutions are in the trial of hiring system and job management system of the critical period. How to break through the traditional personnel management mode and put forward innovative ideas and reform measures to improve the level of human resources management according to the reality of policy research institutes is an extremely urgent task.
