The “Conference on Dedicated Equipment for Dongfeng-4 Locomotive of the Whole Road System” jointly held by the Railway Bureau Bureau and the Infrastructure Bureau was held on June 27, 1989 to July 1, 1989 at the Dalian Diesel Locomotive Research Institute of the Ministry of Railways.
