杂交水稻制种过程中存在多种风险因素。基于对湖南省耒阳市杂交水稻制种情况的调研,研究发现制种企业承担了大部分制种风险,制种农户也承担了一部分制种风险。应将制种保险纳入国家农业保险财政补贴范围中,探索建立“保险公司+制种企业”的制种保险运作模式,建立多方协调的制种保险工作机制。 Hybrid rice seed production process there are many risk factors. Based on the investigation of hybrid rice seed production in Shenyang City, Hunan Province, it was found that the seed production enterprises assumed the majority of seed production risks, and the seed farmers also took part in the risk of seed production. Seed production insurance should be included in the scope of state subsidies for agricultural insurance, explore the establishment of “insurance company + seed production enterprises,” seed production insurance mode of operation, the establishment of multi-coordinated cropping insurance work mechanism.
