在我国长期以来,施工单位普遍忽视施工项目价格控制前期工作阶段,并重点控制工程造价在施工阶段——审核施工图预算价格,审核建筑安装工程结算价格。虽然有小的收效,但毕竟是事倍功半。随着我国经济市场化程度的日渐提高,建设单位对项目的投资效益越来越关注。本文结合作者多年的项目管理经验,以项目成本控制为主线,阐述了项目决策、设计、招投标、实施和竣工验收等,特别是如果要有效控制施工工程造价,就要控制好建设的前期阶段,尤其要抓住设计这一关键阶段,才能实现事半功倍的效果。
