原电力工业部于 1998年颁发的《电力工程设计招标投标管理规定》 ,在新形势下有不少需要修改之处。为了适应我国加入WTO新形势的要求 ,以《中华人民共和国招投标法》为依据制订《新规定》 ,它是国家经贸委颁发的有关电力工程设计招投标工作的行政法规 ,是与《招投标法》配套的实施办法。
The “Regulations on the Administration of Bidding for Power Engineering Design” issued by the former Ministry of Electric Power in 1998 had many points to be revised in the new situation. In order to meet the requirements of China’s accession to the new situation of the WTO, the “New Regulations” was formulated on the basis of the “Law of the People’s Republic of China on Bidding and Invitation of Bids”. It is an administrative statute issued by the State Economic and Trade Commission concerning the bidding work for the design of electric power projects, and is a “bidding and bid invitation”. “Law” supporting implementation methods.
