1987年下半年,我们曾就西北地区如何大力开拓同中东伊斯兰国家建立经济贸易关系和文化交往的途径作了一些初步的探讨。撰写了《西北地区向中东开放的前景、现状和战略刍议》一文,其主要部分刊于《开发研究》1988年第2期。在拙文中我们具体分析了西北地区向中东开放的有利条件和遇到的困难,评价了关于向中东开放战略的某些设想,提出了我们的一些建议。党的十三大以后,党中央国务院提出了不失时机地加快实施沿海地区经济发展战略,进一步扩大对外开放的重大决策。加快发展沿海地区外向型经济,积极参加国际交换和竞争,以沿海经济的繁荣带动整个国民经济的发展,是党中央和国务院关于沿海地区在新的历史条件下发展经济的一系列指示的系统概括和新的发展。这个新战略的提出标志着我国经济发展出
In the second half of 1987, we made some preliminary discussions on how to develop the economic and trade relations and cultural exchanges with the Islamic countries in the Middle East in the Northwest.
