近年来,从中央到地方都十分重视机构编制的实名制管理工作,出台了一系列的文件。乳山市按照中央、省、威海市要求,先后于2005年、2006年对乡镇和市直机关事业单位实行了编制实名制管理,2009年起建立了实名制管理系统,对全市所有党政群机关和事业单位实行了实名制管理,将有关机构和人员信息在网站上公开,方便查询和接受社会监督,大大提升了机构编制管理的透明度和精细化管理水平。但也存在五个方面的问题:
