应急决策在公共危机管理中处于统帅和核心位置,它与常规决策有着不同的内涵和特点。本文从理论的层面对其机理进行了分析,提出应急决策过程在时间上继起、在流程上延续的三个阶段,系统阐述了应急决策的有机构成,分别就应急决策的主体、客体、目标、行动方案和约束条件作了论述。应急决策直接关系着危机处置的成败得失,决策主体在应急决策中起着关键作用,提高决策者的综合素质和应变能力是个严峻的课题,从多项选择中求得满意解,是政府应急管理能力的集中体现。
