基本养老金计发办法的改革,必须适应社会主义市场经济发展的需要,切实保障职工退休后的基本生活。通过改革,要建立起适用于各类企业、各类工资制度和各种用工形式的基本养老金计发办法。新的计发办法要科学、合理、易于为职工所理解、掌握,而且透明度要高,有较强的可操作性。
The reform of the basic pension plan measures must meet the needs of the development of the socialist market economy and effectively protect the basic livelihood of employees after they retire. Through the reform, it is necessary to establish a basic pension measure that is applicable to all kinds of enterprises, various wage systems and various types of employment.
