建国以来,我国铁路建设已有很大的发展,营业里程已达五万多公里,担负着全国货物周转量的百分之七十和旅客周转量的百分之六十,在社会主义革命和建设中都发挥了积极的作用。由于国民经济的迅速发展,三十多年来客货运量已增加四倍多,而铁路运输能力只增加一倍多,铁路运输能力已处于饱和紧张状态,成为制约国民经济发展的一个重要因素,加速铁路建设已刻不容缓。我国铁路旧线技术条件差、设备落后、运输能力小,改造潜力大,改造的投资少、工期短、见效快,因而,在当前铁路建设中,除了修建必要的分流线、联络线、新线外,旧线改造已成为铁路建设的战略重点,必须集中力量,加速建设,以满足国民经济不断发展的需要。

Therefore, Outside the line, the reconstruction of the old line has become a strategic focus of railway construction. We must concentrate on accelerating construction so as to meet the continuous development of the national economy.
