信息权力的合法性在于保障信息权利。在现实社会中经常出现信息权力侵害信息权利的现象。保证信息权力对信息权利的保障作用应从以下四个方面着手:构建信息权力的监督体制、谨慎行使自由裁量权、构建信息权力主体的多元化格局和信息权力的自律机制。
