在实施创新驱动发展战略,着力强化企业技术创新主体地位,构建以企业为主体、市场为导向、产学研相结合的技术创新体系过程中,数量众多的中小微企业已成为技术创新的重要力量。如何建立以企业为主导的产业技术研发创新、产学研深度合作的体制机制,促进技术、人才等创新要素向企业研发机构流动,培育和壮大创新型企业,对各级政府的政策制定提出了更高的要求。
